English Definition
A transition-era programme in which a large number of state-owned enterprises are transferred to private ownership rapidly and simultaneously, often through vouchers distributed to citizens. The method's aim was to spread ownership broadly; in practice it produced dispersed, passive shareholding, weak corporate governance and rapid re-concentration on the secondary market. This legacy still affects the bankability of projects in the same regions today, since in a company whose history rests on voucher privatisation, tracing the ownership chain and the true controller can be the most tangled heading in due diligence.
