Egemen devlet olsun olmasın, hızlı sanayileşme ve ihracat performansıyla gelişmiş ekonomilere yakınsamış ekonomik birimleri niteleyen ve 'ülke' yerine bilinçli olarak 'ekonomi' terimini kullanan kategoridir; nitekim bu adlandırma, siyasi statüsü tartışmalı ya da özel idari yapıya sahip birimleri de kapsayabilmek için tercih edilir. Proje finansmanında bu ayrım önemsiz değildir; zira egemenlik statüsündeki belirsizlik, sözleşmenin tabi olacağı hukuku, uyuşmazlık çözümü forumunu ve devlet garantilerinin icra edilebilirliğini doğrudan etkiler.
English Definition
A category describing economic units—whether or not sovereign states—that have converged toward developed economies through rapid industrialization and export performance, deliberately using the word 'economy' rather than 'country'; the label is indeed preferred so as to encompass units of contested political status or special administrative arrangement. In project finance the distinction is not trivial, since ambiguity of sovereignty bears directly on the governing law of the contract, the dispute-resolution forum, and the enforceability of state guarantees.
