A term describing the local stance that accepts a facility's general benefit yet resists its siting in one's own vicinity. In infrastructure and energy projects this posture is not a soft sociological footnote but a concrete risk that directly disrupts schedule and budget, since land-use objections, public hearings and the threat of litigation can extend permitting by months; the experienced developer prices this risk early through community benefit agreements, local hiring commitments and routing changes, internalizing it into project cost from the outset.
