Uygun olmayan teklifler değerlendirmeden diskalifiye edilir ve sözleşme tahsisi için değerlendirmeye alınamaz. Uygunsuzluğun yaygın gerekçeleri arasında eksik belgeler, teknik şartnamelerden sapma, gerekli teklif teminatının sağlanamaması veya son tarihten sonra sunulma yer alır.
English Definition
A bid submitted in a public or private procurement process that fails to comply with the mandatory requirements, specifications, or conditions set forth in the invitation to tender. Non-responsive tenders are disqualified from evaluation and cannot be considered for contract award. Common grounds for non-responsiveness include missing documentation, deviation from technical specifications, failure to provide required bid security, or submission after the deadline.
