English Definition
A prospective bidder's acquisition, from the procuring authority, of the document set comprising specifications, the draft contract and technical annexes, the first formal step of a competitive procurement process. Obtaining these documents early and in full is not merely procedural, since the risk allocation, payment terms and security requirements embedded in the tender documents constitute the real matter to be resolved before a bid can be priced. Experienced contractors treat clarifying ambiguous or one-sided provisions during the pre-bid query period as the cheapest way to prevent post-signature disputes.
