Proje finansmanında bu plan sıklıkla bir çekiliş ön koşuludur; kredi verenlerin teknik danışmanı planı onaylamadan inşaat aşamasının ilk disbursmanı serbest bırakılmaz. Planın yalnızca kâğıt üzerinde değil, saha denetimlerinde fiilen uygulandığının gösterilmesi ilerleyen çekilişlerin de koşuludur ve bu denetim izi ihmal edildiğinde disbursman takvimi tıkanır.
English Definition
The operational document setting out how a project's health and safety risks will be identified, mitigated through defined controls, and allocated across responsible parties, usually prepared contractor-specific and site-specific. In project finance the plan is frequently a condition precedent to drawdown: the lenders' technical advisor must approve it before the first construction disbursement is released. Demonstrating that the plan is actually implemented on site — not merely filed — conditions subsequent drawdowns as well, and a neglected audit trail can stall the disbursement schedule.
