English Definition
Computing hardware used in an entity's administrative and operational work, recorded for accounting purposes as a tangible fixed asset and depreciated. In project finance such items form a small line within the project's development budget under owner's cost or soft cost, often financed under a single aggregated administrative-equipment item. Trivial as it appears, the lenders' technical advisor looks for such operating expenses to be consistently provided for in the project's operating budget, since scattered and under-budgeted small items can, in aggregate, erode the operating reserve.
