English Definition
The manager responsible for an organization's administrative operation, the coordination of office staff and the continuity of day-to-day operational support. In the pure SPV structure of project finance this role is often not a separate position but a function carried within the operation-and-maintenance contractor or the management service provider. Small as the cost of the role is, because the institutional memory that sustains the project's administrative continuity accumulates here, the uninterrupted transfer of the function at the moment an O&M contract is assigned or a contractor is replaced is an often-overlooked operational-continuity risk.
