Bir merkez bankasının, ticari bankalara sağladığı kısa vadeli likidite karşılığında uyguladığı ilan edilmiş referans faiz oranı. Proje finansmanında doğrudan fiyatlama girdisi olmasa da, official discount rate para politikası duruşunun sinyali olarak değişken faizli kredilerin gelecekteki servis maliyetini biçimlendirir. Uzun vadeli bir proje kredisinin faiz koruma stratejisi (hedge) kurulurken, bu oranın yönü, swap eğrisinin şekli ve dolayısıyla DSCR'nin faiz senaryolarına duyarlılığı üzerinden model varsayımlarına sızar.
English Definition
The published reference rate at which a central bank lends short-term liquidity to commercial banks. While not a direct pricing input in project finance, the official discount rate signals the stance of monetary policy and thereby shapes the future servicing cost of floating-rate debt. When structuring an interest hedge on a long-tenor project loan, the direction of this rate feeds into model assumptions through the shape of the swap curve and, in turn, the sensitivity of the DSCR to interest scenarios.
