English Definition
On-stream describes a production facility or process line that has completed construction and commissioning and has actually begun producing — that is, it is in operation. In project finance this threshold is the moment that fundamentally changes the nature of risk; as the facility comes on-stream, completion risk gives way to operational and market risk, and correspondingly the construction loan converts into a longer-dated term loan while the sponsor's completion guarantee typically falls away.
