Bir ihale sürecinde, sunulan tekliflerin usulüne uygun biçimde açılıp içeriğinin resmen kayda geçirildiği işlemdir; genellikle belirli bir tarih ve saatte, çoğu zaman katılımcıların huzurunda yapılır. Kamu alımlarında teklif açma anı hukuki bir eşiktir; bu andan sonra tekliflerin değiştirilmesi kural olarak mümkün değildir. Proje finansmanında bu formalitenin önemi, teklif açma tutanağının fiyat ve teknik uygunluğun itiraz edilemez kaydını oluşturması ve sonraki bir ihale itirazında (bid protest) delil zeminini sabitlemesidir.
English Definition
To open a bid is the act, within a tender process, of formally opening submitted bids and recording their contents on the record, usually at a stated date and time and often in the presence of participants. In public procurement the moment of bid opening is a legal threshold, after which bids ordinarily cannot be altered. In project finance the significance of this formality is that the bid-opening record forms an incontestable record of price and technical conformity and fixes the evidentiary basis for any later bid protest.
