Bir varlığın ya da işletmenin faal halde tutulması için katlanılan tekrarlayan giderlerdir — yakıt, personel, bakım, sigorta, arazi kirası ve idari masraflar — ve bir kereye mahsus sermaye harcamasından (capex) ayrılır. Proje finansmanında işletme maliyeti, gelir ile borç servisi arasında duran ve nakit akışının çıkış (waterfall) sırasında ilk sırada karşılanan kalemdir; dolayısıyla OPEX'in doğru tahmini DSCR'ın güvenilirliğini doğrudan belirler. Kredi verenler ve bağımsız mühendis, sponsorun OPEX varsayımlarını tipik olarak yukarı yönlü düzeltir, zira erken projelerde bakım eğrisinin dikleşmesi ve ekipman yaşlandıkça artan yedek parça maliyeti çoğu kez optimist biçimde modellenir ve bu iyimserlik kuyruk dönemde borç servisini sıkıştırır.
English Definition
The recurring costs incurred to keep an asset or business operating — fuel, staff, maintenance, insurance, land rent, and administrative overhead — distinguished from one-off capital expenditure. In project finance, operating cost is the item that stands between revenue and debt service and is met first in the cash flow waterfall; the accuracy of the OPEX estimate therefore directly governs the reliability of the DSCR. Lenders and the independent engineer typically revise the sponsor's OPEX assumptions upward, since on early-stage projects the steepening of the maintenance curve and rising spare-parts costs as equipment ages are often modeled optimistically, and that optimism squeezes debt service in the tail years.
