Bir tesisin nasıl işletileceğini yöneten temel standart ve davranış kurallarını ifade eder; ihtiyatlı işletmeci (prudent operator) standardı, üretici bakım talimatlarına uyum ve güvenlik önceliği bu ilkelerin çekirdeğini oluşturur. Proje finansmanında bu ilkeler soyut değildir, zira O&M sözleşmesi ve kredi belgeleri çoğu zaman işletmeciyi 'iyi endüstri uygulaması' ölçütüne bağlar ve bu ölçütten sapma, garanti ihlalinden ayrı bir tazminat sorumluluğu doğurabilir. İlkenin belirsiz kaldığı sözleşmeler, uyuşmazlık anında yorumun karşı tarafa kaymasına açık kalır.
English Definition
The core standards and rules of conduct governing how a facility is operated; the prudent-operator standard, adherence to the manufacturer's maintenance instructions and the priority of safety form the nucleus of these principles. In project finance these principles are not abstract, because the O&M contract and credit documents often bind the operator to a 'good industry practice' benchmark, and departure from it can create a liability distinct from breach of guarantee. Contracts where the principle remains vaguely defined leave interpretation open to drift toward the counterparty in a dispute.
