The reference document defining how a facility is to be run, the procedures for routine and fault conditions, maintenance intervals and safety protocols. In project finance completion of the operations manual and its approval by the independent engineer is often a condition precedent to the completion certificate or to entering the operating phase, because the manual makes institutional memory independent of individual personnel. Since the ability to run the facility at the prudent-operator standard even after key staff depart rests on this document's detail and currency, lenders read an unmaintained manual as a quiet risk.
