Bir tesisin ticari işletme dönemi boyunca çalıştırılması, bakımı ve performansından sorumlu tarafı ifade eder; proje şirketinin kendisi olabileceği gibi, çoğu yapıda bağımsız bir O&M yüklenicisidir. Proje finansmanında işletmecinin seçimi ve sözleşmesel bağlanış biçimi kredi riskinin merkezî bir bileşenidir, zira kullanılabilirlik ve performans garantilerinin arkasındaki fiilî sorumlu odur. Kredi verenler işletmecinin sicilini bilanço gücünden ayrı değerlendirir ve çoğu zaman işletmeciyi değiştirme (step-in) hakkını, performansın garanti eşiğinin altına inmesi durumuna bağlayarak teminat altına alır.
English Definition
The party responsible for running, maintaining and the performance of a facility during its commercial operating phase; this may be the project company itself but in most structures is an independent O&M contractor. In project finance the choice of operator and the form of its contractual binding is a central component of credit risk, because it is the operator that stands behind the availability and performance guarantees. Lenders assess the operator's track record separately from balance-sheet strength and often secure a step-in right to replace the operator, tied to performance falling below the guaranteed threshold.
