English Definition
An international organisation bringing together countries committed to a market economy and pluralist democracy, functioning to coordinate economic policy, produce data and set standards. The norms it sets in taxation, anti-bribery and export credit harmonize member practice. In project finance its most concrete influence is the OECD Arrangement, or Consensus, which regulates the minimum interest rates, tenors and repayment terms of loans supported by export credit agencies; this framework sets the pricing floor in cross-border project finance by preventing ECAs from competing against one another through subsidy, a discipline that shapes how sponsors structure ECA-covered tranches.
