English Definition
An intergovernmental organisation of leading petroleum-exporting countries that coordinates crude production policy to influence global supply and thereby prices. It seeks to manage market balance through production quotas and supply decisions, though member discipline and non-member producers limit that influence. In project finance the relevance of OPEC decisions is not confined to oil projects; movements in energy prices indirectly reprice the competitiveness of renewable projects, wholesale power prices and thus merchant revenue risk on uncontracted output, which in turn flows through to the debt-service-capacity projections that lenders stress in their downside cases.
