Bu belgeler, teklif değerlendirmesinden önce elenecek istekliyi belirler ve rekabetin kapsamını daraltır. Büyük proje finansmanında ön yeterlik eşiği çoğu zaman fiyat rekabetinden daha belirleyicidir; zira çok az sayıda EPC yüklenicisinin karşılayabildiği ciro, referans ve teminat koşulları, ihaleyi daha başlamadan sınırlı bir aday havuzuna daraltarak fiyatlama gücünü yüklenici lehine kaydırır.
English Definition
The original set of documents that bidders submit at the first stage of a tender or procurement to demonstrate their technical and financial qualification, where presentation of signed and sealed originals rather than copies or later-updated versions is frequently required. These documents determine which bidders are eliminated before bid evaluation and narrow the scope of competition. In large project finance the prequalification threshold is often more decisive than price competition, since turnover, reference and bonding requirements that only a handful of EPC contractors can meet narrow the field to a limited pool before bidding begins, shifting pricing power toward the contractor.
