The combined cost that encompasses all direct and indirect expense lines of a project or transaction, expressing the whole rather than any single item. Beyond the visible contract price it includes financing cost, advisory fees, insurance and a contingency allowance, so the true scale of the investment usually sits well above the headline figure. In project finance the all-in cost calculation folds in interest during construction, commitment fees and transaction issuance expenses; the sum of these hidden financing lines frequently exceeds a tenth of the raw construction budget, quietly pulling up the project's true leverage ratio and equity requirement, which is why lenders test the sources-and-uses statement rather than the construction contract alone.
