Bir sektörde ya da tesiste üretim kapasitesinin, sürdürülebilir talebin karşılayabileceğinin belirgin biçimde üzerinde bulunması durumudur. Fazla kapasite fiyatlar üzerinde aşağı yönlü baskı yaratarak marjları erittiği için, sermaye-yoğun sektörlerde yatırımın geri dönüş süresini uzatan yapısal bir risktir. Proje finansmanında kapasite fazlası, bilhassa uzun süreli off-take sözleşmesiyle güvenceye alınmamış merchant projelerde doğrudan gelir riskine dönüşür; nitekim bir bölgesel şebekede aynı dönemde devreye giren üretim kapasitesinin yoğunlaşması, kısıtlama (curtailment) ve fiyat çökmesi ihtimalini artırarak finansörlerin borç servis kapsama oranı varsayımlarını muhafazakârlaştırmasına yol açar.
English Definition
The condition in which the production capacity of a sector or facility sits markedly above what sustainable demand can absorb. Because excess capacity exerts downward pressure on prices and erodes margins, it is a structural risk that lengthens the payback period of investment in capital-intensive sectors. In project finance, overcapacity translates directly into revenue risk, particularly for merchant projects not secured by a long-term off-take contract; a concentration of generating capacity coming online in the same period on a regional grid raises the likelihood of curtailment and price collapse, leading financiers to make their debt-service coverage assumptions more conservative and to size the reserve accounts against a stressed price deck.
