Bir ekonominin üretken kapasitesinin, gelir düzeyinin ve kurumsal olgunluğunun zaman içinde genişleme hızını betimleyen kavramdır. Kalkınmanın temposu yalnızca büyüme oranıyla değil, altyapı, beşerî sermaye ve düzenleyici çerçevenin birlikte olgunlaşmasıyla ölçülür. Proje finansmanı açısından önemi, bir jurisdiction'ın kalkınma temposunun proje boru hattının derinliğini ve emilim kapasitesini belirlemesidir; nitekim kalkınma finansmanı kuruluşları, bir ülkeye tahsis edecekleri sermaye hacmini o ülkenin projeleri hazırlama, izinlendirme ve işletme kapasitesinin hızına göre kalibre eder, zira temponun ötesine taşan bir sermaye taahhüdü çekilemeyen fona dönüşür.
English Definition
A concept describing the speed at which an economy's productive capacity, income level and institutional maturity expand over time. The pace of development is measured not by the growth rate alone but by the joint maturing of infrastructure, human capital and the regulatory framework. Its relevance to project finance is that a jurisdiction's pace of development sets the depth of the project pipeline and its absorptive capacity; development finance institutions calibrate the volume of capital they allocate to a country against the speed of its capacity to prepare, permit and operate projects, since a commitment that outruns that pace turns into undrawn funds.
