Bir varlığın, projenin ya da karşı tarafın sonuçlarının belirli göstergeler üzerinden düzenli ve sistematik biçimde gözlemlenmesi ve önceden tanımlanmış eşik ya da hedeflerle karşılaştırılması sürecidir. İzlemenin değeri, sapmaları müdahale mümkünken erken saptamasında yatar. Proje finansmanında performans izleme, kredi verenin sözleşmeyle kurumsallaştırdığı bir haktır; bağımsız mühendis raporları, dönemsel compliance sertifikaları ve teknik veri akışı üzerinden yürütülen bu izleme, borçlunun kendi beyanına bağımlı kalmadan projenin gerçek durumunu görmesini sağlar. Kritik incelik izleme sıklığı ile müdahale hakkı arasındaki bağdır; erken uyarı üreten bir gösterge ancak buna bağlı bir sözleşmesel tetik varsa değer taşır, aksi hâlde kredi veren sorunu görür fakat harekete geçemez.
English Definition
The process of observing the results of an asset, project or counterparty regularly and systematically through defined indicators and comparing them against predefined thresholds or targets. The value of monitoring lies in detecting deviations early, while intervention is still possible. In project financing performance monitoring is a right the lender institutionalises by contract; conducted through independent engineer reports, periodic compliance certificates and technical data feeds, it lets the lender see the project's true state without depending on the borrower's own representation. The critical subtlety is the link between monitoring frequency and the right to intervene; an indicator that produces an early warning carries value only if a contractual trigger is attached to it, for otherwise the lender sees the problem yet cannot act.
