Personel istihdamının toplam maliyetidir — ücretler, sosyal yükümlülükler, yan menfaatler. Proje işletme giderinde personel giderleri büyük ölçüde sabittir ve çoğu zaman enflasyona endekslenir. Endeksleme mekanizmasının seçimi (TÜFE mi, ücret endeksi mi), gelir tarafındaki artış formülüne — PPA ya da offtake içindeki eskalasyon — karşı bir baz riski yaratır. Bu iki endeksin ayrışması korunmadığında, personel maliyeti gelirden daha hızlı tırmanarak borç vadesi boyunca DSCR'yi sessizce ama istikrarlı biçimde aşındırır.
English Definition
The total cost of employing staff — wages, social charges and benefits. In project operating expense, personnel costs are largely fixed and frequently indexed to inflation. The choice of indexation mechanism, whether a consumer price index or a wage index, creates a basis risk against the escalation formula on the revenue side — in the PPA or offtake agreement. Where the two indices diverge unhedged, personnel cost climbs faster than revenue and quietly but steadily erodes DSCR across the debt tenor.
