Kadrolaşma ve insan kaynakları işlevinden sorumlu örgütsel birimdir. Bir proje SPV'sinde nadiren bağımsız bir işlev olarak yer alır; insan kaynakları tipik olarak sponsor ya da işletme-bakım (O&M) düzeyinde yürütülür. Ayrı bir personel departmanının bulunmaması aslında bir sinyaldir: kredi verenlerin, projeyi ring-fence etmek için talep ettiği yalın, tek amaçlı kurumsal yapıya işaret eder. SPV ne kadar sade ise, dış maliyet ve karşı taraf risklerini teminat yapısıyla çevrelemek o kadar temiz olur.
English Definition
The organizational unit responsible for staffing and human resources. In a project SPV it rarely exists as a standalone function, since HR is typically handled at the sponsor or O&M level. The absence of a dedicated personnel department is itself a signal: it points to the lean, single-purpose corporate structure lenders require in order to ring-fence the project. The simpler the SPV, the cleaner it is to enclose outside costs and counterparty risks within the security structure rather than inside the entity itself.
