An official responsible for recruitment, employment records, performance files and the administration of staffing policy within an organization. Though it reads as a purely administrative post, in capital-intensive projects the retention of key technical personnel bears directly on completion risk; lenders accordingly probe key-man provisions and succession arrangements during due diligence, and the record-keeping discipline maintained by the personnel officer often becomes the unseen determinant of how smoothly that review clears.
