Bir projenin ya da toplumun işlevini sürdürebilmesi için gereken somut kaynak ve altyapı gereksinimlerini — tesis, ekipman, malzeme ve fiziki kapasite — ifade eder; ihtiyaç değerlendirmesinin (needs assessment) maddi ayağıdır. Kalkınma finansmanında bu gereksinimlerin nicelenmesi, hibe ve imtiyazlı kredi tahsisinin gerekçe zeminini oluşturur; ancak fiziki ihtiyacın büyüklüğü ile projenin finanse edilebilirliği farklı şeylerdir, zira ihtiyaç yüksek olsa da geri ödeme kapasitesi yoksa yapı ticari borca değil hibe-ağırlıklı karma finansmana yönelir.
English Definition
The concrete resource and infrastructure requirements — facilities, equipment, materials and physical capacity — a project or community needs to sustain its function; the material leg of a needs assessment. In development finance, quantifying these requirements supplies the justification for allocating grants and concessional loans; yet the scale of physical need and a project's bankability are different things, for however great the need, absent repayment capacity the structure gravitates toward grant-heavy blended finance rather than commercial debt.
