Kalkınma ve altyapı finansmanında pilot bölgenin asıl işlevi, teknik ve ticari varsayımların gerçek koşullarda test edilerek ana yatırımın risk priminin düşürülmesidir; kredi verenler çoğu zaman büyük ölçekli finansmanı, pilot bölgeden elde edilen performans verisinin belirlenmiş eşikleri karşılamasına (proof of concept) bağlar.
English Definition
A limited, representative geography in which a project, technology or policy approach is trialed before moving to full-scale deployment. In development and infrastructure finance the pilot area's real function is to test technical and commercial assumptions under real conditions and so lower the risk premium on the main investment; lenders often condition large-scale financing on the pilot area's performance data meeting defined thresholds, a proof of concept before commitment.
