Bir yapı ya da tesisin belirli bir arazi üzerinde inşa edilebilmesi için yetkili planlama otoritesinden alınması gereken resmi izindir. İzin çoğu zaman koşullara bağlanır — erişim, çevresel etki, yükseklik, kullanım sınırı gibi — ve bu koşullar projenin fiili maliyetini yükseltebilir. Proje finansmanında planlama izninin kesinleşmesi (temyiz süresinin dolması dahil) genellikle ilk kredi çekişinin ön koşuludur; itiraza açık ya da koşullu bir izin, kredi verenlerce tam teminat değeri taşımayan bir belge olarak muamele görür.
English Definition
The formal consent that must be obtained from the competent planning authority before a structure or facility may be built on a given parcel. The consent is frequently made subject to conditions, on access, environmental impact, height or use limits, and those conditions can raise a project's actual cost. In project financing the permission becoming final, including the lapse of any appeal period, is commonly a condition precedent to the first drawdown; a consent still open to challenge, or one heavily conditioned, is treated by lenders as a document that does not yet carry full collateral value.
