English Definition
The manager responsible for the daily operation of a production facility, its output targets, maintenance programme and the management of site personnel. The facility's actual performance depends substantially on the operational discipline of this role. In project financing, the plant manager's experience and retention, a key-man risk, is an item often overlooked but probed by lenders in operating-phase due diligence; at technologically complex facilities in particular, the departure of key operational staff directly raises the risk of a production interruption, a risk managed through the handover provisions of the O&M contract.
