English Definition
The unconditional commitment by a public authority of all its revenues and resources, including its taxing power, to the repayment of debt it issues; it is the foundation of general obligation bonds. This commitment provides stronger credit support than revenue bonds, whose repayment is confined to a specified revenue source. In project financing the distinction is critical; public debt backed by a full-faith-and-credit pledge funds at a markedly lower cost, because it rests on the sovereign or municipal budget even where the project's own cash flow falls short.
