English Definition
A European Union grant and technical-assistance programme originally established to support Poland's and Hungary's transition to a market economy, later extended across much of Central and Eastern Europe. Its character as grant rather than loan allowed PHARE funding to fill the feasibility and institutional-capacity gaps that stood in the way of debt financing for early infrastructure projects. Such a grant component, by absorbing the preparation costs needed to make a project bankable, quietly lowered the risk borne by the lenders who arrived at the subsequent stage.
