English Definition
A reference handbook published by the World Bank Group that sets out industry-specific thresholds for pollutant emissions and discharges together with prevention approaches, long used as the environmental compliance benchmark for multilateral financing. Project loan agreements incorporated the facility's conformity with its thresholds as a covenant, and over time it was superseded by more current environmental, health and safety guidelines. Because which edition governs effectively fixes the design standard, and thus the cost of compliance, it is separately defined in the contract negotiation.
