English Definition
The set of conditions that make committing capital to a country or sector attractive — the rule of law, a predictable tax regime, freedom to repatriate profits and capital, investor-protection mechanisms, and low political risk. This environment shapes the required risk premium, and hence the cost of capital, directly. For cross-border project debt the decisive threshold is often less the general business climate than currency convertibility and repatriation rules, since in a jurisdiction where an offshore collection account cannot be established, lenders demand either political-risk insurance or a DFI umbrella to close transfer and convertibility risk, and that cost flows straight into tenor and margin.
