English Definition
In public procurement, the process of verifying the technical and financial qualifications of the most advantageous bidder after bids have been evaluated but before the contract is signed, so that screening occurs post-bid rather than, as under pre-qualification, before it. The choice between the two methods shapes both competition and timeline. That choice matters in project finance: post-qualification widens the bidder pool and sharpens price competition, yet if the winning bidder falters at verification it can delay award, and where that delay collides with bid-validity or a rate-lock, it threatens financial close directly.
