English Definition
The most senior officer of the European Bank for Reconstruction and Development, elected by the Board of Governors and serving as its legal representative; the President chairs the Board of Directors but votes only to break a tie. The Bank's business is conducted under the President's responsibility within the direction set by the Board of Directors; its practical significance in project finance is that final institutional sanction of large operations and policy exceptions passes through this office, so counterparties factor that approval window into the transaction timetable.
