English Definition
The ratio of the percentage change in quantity demanded to the percentage change in price, measuring how sensitive demand for a good is to price. Inelastic demand underpins a bankable offtake in indispensable services such as water and essential power; the telling point is that regulators cap the price precisely because they know demand is inelastic, since pricing power is otherwise unbounded where the service is unavoidable. That cap, in turn, constrains the project's upside revenue potential, so a regulated inelastic-demand asset offers stability at the cost of a ceiling on return.
