English Definition
The measure of how responsive the quantity supplied is to a change in price, reflecting how quickly producers can adjust output in response to a price signal. In periods of construction concentration, the low short-run supply elasticity of specialised equipment — transformers, turbines, high-voltage switchgear — drives sharp price increases; these spikes frequently exceed the price contingency in the project budget and, on long-lead items, generate both cost and schedule pressure that tests the assumptions underlying financial close, which is why procurement of critical equipment is often locked in before, not after, the loan signs.
