İsteklinin, işin bedelini kalem kalem ya da toplam olarak açıkça belirttiği, teknik teklifin yanında ekonomik teklifi de içeren ihale sunumudur. İki zarf usulünde teknik değerlendirme tamamlanmadan fiyat zarfı açılmaz; bunun amacı, değerlendiricinin uygunluk kararını fiyatın etkisinden yalıtmaktır. Proje ihalelerinde fiyatlı teklifin bağlayıcılık süresi (bid validity) ile teklif teminatının süresi çoğu zaman birbirine bağlanır; değerlendirme uzarsa idarenin bu sürelerin uzatılmasını talep etmesi gerekir, aksi halde en avantajlı istekli tekliften geri çekilebilir.
English Definition
A tender submission in which the bidder states the price of the work explicitly, item by item or as a lump sum, presenting an economic offer alongside the technical one. Under the two-envelope method the price envelope is not opened until the technical evaluation is complete, so as to insulate the eligibility decision from the influence of price. In project tenders the validity period of a priced tender is usually tied to the term of the bid security; if evaluation drags on, the authority must request an extension of both, or the most advantageous bidder may withdraw.
