Bir projenin ya da kurumun çevresel ve sosyal (E&S) risklerinin değerlendirilmesinde en kıdemli teknik sorumluluğu taşıyan uzmandır; kalkınma bankaları ve büyük finansörlerde bu rol, kredi kararına bağlayıcı girdi üreten bir kapı bekçisi işlevi görür. Baş çevre uzmanının E&S sınıflandırması — kategori A, B ya da C — projenin gerektireceği etki değerlendirmesinin derinliğini ve kamuoyu istişaresi süresini doğrudan belirler. Proje finansmanında bu değerlendirme biçimsel bir onay değildir; Equator Principles ya da DFI performans standartlarına uyumsuzluk, çekişlerin askıya alınmasına ya da kredi anlaşmasındaki E&S covenant'larının ihlali nedeniyle temerrüde kadar gidebilen sonuçlar doğurur.
English Definition
The specialist holding the most senior technical responsibility for assessing a project's or institution's environmental and social risks; in development banks and large financiers this role acts as a gatekeeper producing binding input to the credit decision. The principal environmental specialist's E&S categorization — A, B or C — directly determines the depth of impact assessment the project will require and the duration of public consultation. In project financing this assessment is not a formality: non-compliance with the Equator Principles or DFI performance standards can lead to suspension of disbursements or, through breach of the E&S covenants in the loan agreement, all the way to default.
