An economic undertaking whose ownership and entrepreneurial risk rest with private persons rather than the state, producing goods or services for profit; the term stresses the private-sector logic of the activity more than any particular legal form. In project finance whether an enterprise is private or public directly affects the applicable procurement regime, the presence of a state guarantee and eligibility under a development bank's mandate. In mixed-ownership structures — projects in which the state holds a minority stake — whether the enterprise counts as private is a fine but consequential threshold, often deciding whether it enters public debt statistics and sovereign risk classification.
