Bir uzmanın, üstlendiği görevin gerektirdiği asgari mesleki yetkinlik standardını sağlayamamasını ifade eden yetersizlik halidir; kasıttan değil, beceri eksikliğinden doğması yönüyle kötüniyetten ayrılır. Mesleki yetersizlik, verilen hizmetin makul özen standardının altında kalması nedeniyle mesleki sorumluluk sigortası (professional liability) taleplerinin tipik zeminini oluşturur. Proje finansmanında, örneğin bir teknik danışmanın kapasite ya da maliyet tahminindeki sistematik hatası, kapanıştan sonra ortaya çıkan bir açık olarak sponsora yansır; bu nedenle danışman seçiminde referans ve saha geçmişi, ücretten önce gelir.
English Definition
A state of incompetence in which an expert fails to meet the minimum standard of professional skill the engagement requires, distinguished from bad faith by arising from lack of skill rather than intent. Because the service falls below the standard of reasonable care, professional ineptitude forms the typical ground for claims under professional liability cover. In project financing, a technical advisor's systematic error in capacity or cost estimation, for instance, surfaces after closing as a gap borne by the sponsor, which is why references and track record precede fee in advisor selection.
