Bir ihraççının, her seferinde ayrı bir izahname hazırlamak zorunda kalmadan, önceden onaylanmış ortak bir belge çerçevesi altında, zaman içinde birden çok seri borçlanma aracı ihraç etmesine imkân tanıyan düzenlemedir; orta vadeli tahvil (MTN) programları bunun en yaygın biçimidir. Proje ve altyapı finansmanında bir programın çekiciliği, ihraççıya piyasa penceresi açıldığında hızla ve tekrar tekrar borçlanma esnekliği vermesidir; ancak program çatısındaki ortak koşullar (covenant paketi, negatif rehin, çapraz temerrüt) bir kez müzakere edildiğinden, tekil bir serinin şartları bu çerçeveyle sınırlıdır ve asıl pazarlık gücü ilk program kurulumunda kullanılır.
English Definition
An arrangement enabling an issuer to bring multiple series of debt instruments to market over time under a single, pre-approved framework of common documentation, without preparing a separate prospectus for each issue; medium-term note (MTN) programmes are its most common form. In project and infrastructure finance a programme's appeal is the flexibility it gives an issuer to borrow quickly and repeatedly whenever a market window opens; yet because the common terms in the programme framework, the covenant package, negative pledge, and cross-default, are negotiated once, an individual series is bound by that framework, and the real bargaining leverage is spent at the initial programme setup.
