English Definition
The official responsible for a project's administrative, contractual, and documentation processes, the non-technical operational coordination. This person assembles payment requests, tracks permit and approval calendars, prepares the reports the loan agreement requires, and keeps the record of inter-party communication. The role is often underrated in project financing; yet complete filing of drawdown conditions and adherence to notice periods depend directly on this person, and a single missed condition document can delay the release of a tranche by weeks.
