Bir projenin teknik, ekonomik, mali, çevresel ve kurumsal boyutlarının, finansman kararından önce sistematik olarak incelenmesidir. Bu süreç projenin uygulanabilirliğini ve beklenen getirisini test eder; maliyet-fayda analizi, risk haritası ve fizibilite doğrulaması bu aşamada üretilir. Kalkınma bankalarında proje değerlendirmesi resmi bir aşama olup, çoğu zaman bağımsız bir değerlendirme raporuyla belgelenir; nitekim bir projenin komiteye çıkabilmesi için bu raporun belirli eşikleri (ekonomik getiri oranı, borç servis kapasitesi) karşıladığını göstermesi tipik ön koşuldur.
English Definition
The systematic examination, before a financing decision, of a project's technical, economic, financial, environmental, and institutional dimensions. The process tests the project's feasibility and expected return; cost-benefit analysis, a risk map, and feasibility verification are produced at this stage. In development banks project appraisal is a formal step, usually documented in an independent appraisal report; indeed, for a project to reach committee this report must typically show that defined thresholds, an economic rate of return and debt-service capacity, are met.
