Bir kalkınma finansmanı kuruluşunun ya da kredi verenin, finansmana konu projeyi teknik, finansal, ekonomik, çevresel ve sosyal boyutlarıyla değerlendirdiği ve kredi komitesine sunulan temel karar belgesidir. Bu rapor, projenin üstlenilebilirlik gerekçesini kurarken aynı zamanda kredi sözleşmesine taşınacak koşulların analitik dayanağını oluşturur; nitekim değerlendirme aşamasında tespit edilen bir risk, çoğu zaman sözleşmede bir çekiş ön koşuluna ya da rezerv hesabı yükümlülüğüne dönüşerek belgede kalıcılaşır ve işlemin sonraki tüm aşamalarını şekillendirir.
English Definition
The principal decision document in which a development finance institution or lender assesses a proposed project across its technical, financial, economic, environmental and social dimensions before submitting it to the credit committee. Beyond establishing the case for bankability, the report supplies the analytical basis for the conditions that migrate into the loan agreement, its covenants, conditions precedent and monitoring indicators. A risk identified during appraisal frequently hardens into a disbursement condition or a reserve-account requirement, giving the document lasting force over the transaction.
