Proje finansmanında tamamlanma, teknik bir olaydan çok hukuki bir eşiktir; bu noktada sponsorun tamamlanma garantisi (completion guarantee) tipik olarak sona erer ve borç, sponsor rücusundan proje nakit akışına dayanan gerçek anlamda non-recourse yapıya geçer. Bu geçişin fiili tarihi, bağımsız mühendisin performans testlerini onaylamasına bağlıdır; nitekim tamamlanmanın bir gün gecikmesi bile sponsorun garanti yükünü uzatır ve özkaynak getirisini aşındırır.
English Definition
The finishing of a project's construction and commissioning in a manner that meets contractually defined performance and completion criteria. In project financing, completion is less a technical event than a legal threshold; at this point the sponsor's completion guarantee typically falls away and the debt shifts from sponsor recourse to a genuinely non-recourse structure resting on project cash flow. The actual date of this transition depends on the independent engineer certifying the performance tests; a single day's delay extends the sponsor's guarantee burden and erodes equity return.
