Bir projenin kapsamının, hedeflerinin, teknik parametrelerinin ve sınırlarının net biçimde belirlenmesi sürecidir; sonraki tasarım ve fizibilite çalışmasının zeminini kurar. Bu aşamada projenin ne olduğu kadar ne olmadığı da tanımlanır, ve kapsam sınırları çizilir. Uygulamada zayıf proje tanımı, sermaye-yoğun projelerde en pahalı risk kaynağıdır; belirsiz kapsam, EPC sözleşmesinde değişiklik talimatlarının (variation orders) çoğalmasına yol açar ve sabit fiyatlı sözleşmenin fiyat kesinliğini içeriden aşındırır.
English Definition
The process of clearly determining a project's scope, objectives, technical parameters, and boundaries, laying the ground for the subsequent design and feasibility work. At this stage what the project is not is defined as much as what it is, and the scope boundaries are drawn. In practice weak project definition is the costliest source of risk in capital-intensive projects; ambiguous scope breeds a proliferation of variation orders in the EPC contract and erodes the price certainty of a fixed-price contract from within.
