Bu evrede teknik seçenekler daraltılır, maliyet aralığı belirlenir ve projenin uygulanabilirliği ilk kez ciddi biçimde test edilir. English Definition
The early phase of the project cycle in which scope and core parameters are refined in detail, sitting between pre-feasibility and detailed design. In this phase technical options are narrowed, the cost range is set, and the project's feasibility is seriously tested for the first time. The resources devoted to this phase, though a small share of total project cost, determine the final outcome disproportionately; the experienced sponsor knows that rushing definition is paid for in variation costs and delay during construction, and therefore does not compress it.
