English Definition
The process of turning a project idea into a financeable and buildable structure, covering site selection, permits, land rights, grid connection, commercial contracts, and the assembly of feasibility. This phase carries high risk because the resources spent are sunk cost that does not return if the project fails to close. The experienced reader knows development capital is the most expensive capital; because risk is highest at this stage, so is the expected return, and the party bearing development risk typically demands disproportionately higher return than a construction- or operations-phase investor.
