English Definition
The administrative unit that forms the first point of contact for prospective project applications, handling enquiries and subjecting projects to preliminary screening, usually within a financing institution or public investment office. This unit is effectively the first gate determining which projects enter the formal appraisal line. The experienced developer knows the strategic value of early contact with it; how the project is framed and against which criteria it is presented often quietly determines where the file will sit in prioritization before the formal application is even made.
